Phase 1

Detention

Capture rank, name, battalion (Guuto), brigade. Initial case of the crime committed. Crime type (from list). Written statement and incident description. Person jailed; case created.

Phase 2

Investigation

Led by court from detention. All components: MP report, accused statement, witnesses, evidence, legal review, referral to court. Someone in the field or court investigation can also add to the investigation.

Phase 3

Court ruling

Based on charges found guilty. Final court decision from defined rulings: reprimand, fine, reduction in rank, confinement, discharge, dismissal, etc.

Command & oversight visibility

Court Judge, HR, Commander, and Military Police have read-only visibility of every recorded case, the full investigation, and the court rule and final judgment.

Each officer must complete every item. No field may be left blank or skipped.

  • REQUIRED Battalion (Guuto)
  • REQUIRED Brigade
  • REQUIRED Crime committed (initial case — from defined list)
  • REQUIRED Crime type (from defined list — e.g. Hudud, Other)
  • REQUIRED Resolvable at unit? (Yes / No)
  • REQUIRED Statement / incident description (wuxuu qoraya — what was done, incident with description)

Intake that does not follow this parameter exactly will not be accepted.

When opening a new detention, complete every required field as defined under Field Parameter.

Detention — capture at unit level

Capture the person, crime committed, crime type, and written statement. Some crimes can be resolved at unit level; others must go to court.
